Pcloud download files stuck

I had 20GB left on my Macbook Air, and my reference manager was running with my library open when iCloud deleted the library file, causing a crash of course. The file is a 5,5 GB Sente library package file. It seems to have downloaded partially. All other files synced with iCloud have been re-downloaded and are now available locally, and only the reference library file has the cloud symbol. This has not changed for a day. Yet, the nsurlsessiond process has used several gigabytes of data.

I have no music library and no photos, and as mentioned, all other visible documents and files in iCloud folder are already synced. What is going on, and how can get my file back?
